Singapore’s Ministry of Manpower has confirmed the changes to Budget 2026 that raise the bar for foreign talent. The qualifying salary for an Employment Pass rises to S$6,000, and the qualifying salary for an S Pass rises to S$3,600. Application timing is staged: new applications will be accepted starting in January 2027, and renewals will be accepted starting in January 2028. For Spain-based multinationals using Singapore as an APAC hub, these changes directly impact assignment costs and eligibility assumptions. These changes affect more than just who qualifies; they also reshape workforce architecture, including salary bands, leveling, renewals, and the long-term cost of retaining key leaders. Programs that model the 2027/2028 changes now will avoid «renewal surprises» later.
