From D7 approval, holders receive a two-year residence permit, then renew it for three more years, five years total, before qualifying for permanent residency under Article 80 of Law 23/2007. Permanent residency requires an A2 Portuguese certificate (CIPLE, €85). Citizenship now needs seven years (EU/CPLP) or ten years (other nationalities) under the 2026 reform, plus a language certificate and a civic knowledge test.
